“It’s hard to image that we ever lived in a world without Frozen. But now that it’s here, we’ll never let it go, despite what the catchy song might say. With Frozen 2’s premiere coming soon, we thought it was the perfect time to create a sweet treat featuring these royal sisters.

Elsa was on quite the journey of self-discovery during the first movie, so we’re excited to see how she embraces her powers in the sequel with the help of her sister Anna, Kristoff, Sven and Olaf.

Follow along with these steps to recreate these adorably decorated cookies. Your party guests will definitely think you have some serious magical powers. This tutorial also includes templates for both the Anna and Elsa cookie so you’ll be able to bring this dessert to life with ease.” – Brittany DeMauro

First you will need to make the sugar cookies and the royal icing. See our recipes and instructions for them here.

Decorated Elsa and Anna Cookie Materials and Ingredients

  • Cut out paper stencils (Elsa and Anna design PDF)
  • Baked sugar cookies (recipe here)
  • Scribe or toothpick
  • Royal Icing (recipe here)
  • Gel Food Coloring
    • Black, copper, burgundy, royal blue, golden yellow, kelly green, white, and teal
    • All the colors will be medium royal icing consistency besides the Kelly green. The Kelly green will need to be stiff royal icing consistency.
    • Pink gel food coloring (for the blush – not royal icing)
  • Lemon extract
  • Food safe paint brush
  • Piping bags, coupler, and a 00 or 1 round piping tip
  • Sparkling white sugar décor (optional)
  • Decorating gel white shimmer (optional)

For this project, you don’t have to wait for each section of the royal icing to dry. You’ll build the design little by little and as you move through the process the icing will set and you’ll be able to add all of the layers until each cookie is complete.

It’s easier to pre-mix colors in large batches before piping on the icing. The only trick is estimating how much to make! I over-estimate so that I don’t have to try to re-mix the exact same color if I run out.

Here are all the icing colors you’ll need. Starting clockwise in the top left-hand corner we have black, copper, burgundy, royal blue, golden yellow, Kelly green, white with a small hint of yellow, teal, light teal, and white and a hint of copper mixed for the skin tone. I didn’t use any piping tips except for the Kelly green. For the others, simply cut a small hole at the tip of the piping bag.

Sometimes there aren’t the right type of cookie cutters available which can be frustrating! But, no need to worry. You can always create your own! What I did was sketch what I wanted the cookies to look like (download the Elsa and Anna design here).

Once you have your design ready, all you need to do is cut around the image. Make sure to leave some space in between your image and the edge of your cutout. Place cutouts on top of the dough and cut out your shape. Bake your sugar cookies and then get started on decorating!

Once your cookies are baked and cooled you can begin decorating them. Using the white with a hint of copper royal icing, we’ll make the face and ears. We’ll make big circles for the head and small half-circles on each side for the ears.

Let’s start with Anna! Use burgundy and make the front of her cape. Use your scribe or toothpick to make sharp corners. Don’t forget to leave a triangular opening in the bottom middle of the cape.

Next, use black and pipe the top of Anna’s dress. Don’t worry about getting it perfectly in the slit of the cape. You can simply use your scribe and carefully push it in the area and make the bottom of the top sharp.

Using golden yellow icing, line the bottom of the top of the dress.

Next, take the royal blue icing and fill in the rest of the dress. Make sure to leave enough space at the bottom for her shoes.

Going back to the black icing, add in her shoes.

Using the darker teal icing, put her sleeves in right under the cape. You can use the scribe to help make the sleeve areas rounded at the bottom.

Now, we can fill in the rest of Anna’s cape. Use the burgundy royal icing again and fill the cape in! The royal icing is still very wet at this point so try not to get it to mix with the other colors. You can line the icing up with the icing that is already on the cookie and pipe from there.

Now that the face is set, add the white icing for eyes and a little burgundy for her smile.

Onto Anna’s hair! Use the copper royal icing to begin creating her hair. Start with the middle part and one side of each of her braids.

While we wait for her hair to set a bit, we can work on the dress. Use the Kelly green stiff royal icing to add floral accents to the dress. Then use burgundy and add in some dots for designs.

Once the hair is set (not wet anymore) you can add in the rest of the hair! Use the scribe to fix any areas that aren’t smooth.

We’re almost there! Add in the final touches. Use the black icing for the eyelashes. Use pink gel food coloring mixed with lemon extract and brush on a little bit for rosy cheeks. The copper icing can be used to put a little line above the eyes for eyebrows. To define the hair, mix copper food gel with lemon extract and put some lines onto Anna’s hair.

When the white parts of the eyes are dry, use the black icing and fill in most of the eye as seen in the picture. Then using white, place a little dot at the top of each eye for detail. This technique is called “wet-on-wet.” The colors will melt into each other without blending and dry like it’s one smooth piece.

For the hair, use the white and yellow icing. Pipe every other hair section so that we can create some definition. For the braids, pipe diagonally every other section.

Next, using the same glittering gel, add onto the top of her dress. Use the sparkling white sugar and add to the top of her dress and arrange it with using your scribe. Make sure to be careful not to get any onto her cape.
